eeh..Okay watch I guess? Not much more than an extra story, almost filler like, with all the characters of the franchise involved...Recommended for the fans of the series

A whole lot of nice easter eggs for fans of the franchise. Some decent action and visuals. (And the whole lampshading the existence of the tower was funny.)
However this is entirely for fans of the series'. Anyone who isn't following the Certainverse won't be able to take anything of real value from it.
For those that do: It's a very decent, but not mandatory watch.

Knowing that pretty much all the franchise's big characters make an appearance, I was hoping for something different than this, but for better or for worse, it's what it says on the tin: an Index movie.
Touma meets a new girl, accidentally fondles the new girl, impresses the new girl and saves the new girl, in no particular order.
The other characters do have their parts to play (and are cool while doing so, I always loves me some Accelerator), but don't come here looking for your Railgun fix. If you're a big Index fan though, give it a go, it's basically a 90min Index episode.

This brings ALL the Index and Railgun characters together, which is pretty cool, but also makes the film somewhat spread too thin.

I'd say it worth a look for the great action sequences and nice music. Could've needed more Accelerator action though... was really lookin forward to some scenes with him as he is my fave of the whole show, but we get nice fanservice (animators must've loved to draw Shutaura's ass lol) instead.
Oh well, fans of the franchise will be pleased with it. It's really weak compared to the TV Series though. Don't expect too much.
